Pasighat VTI runs with myriad problems

Prafulla Kaman

PASIGHAT, Dec 16: Despite severe fund crunch and shortage of necessary equipments, the Veterinary Training Institute (VTI) at Pasighat is going ahead with its mission to reach out the rural people to provide benefits under central-sponsored projects.

Acute shortage of fund for protection and renovation of building of different units in the office complex has become major impediment of the institute to go ahead with its agendas and the state government’s indifferent attitude is pushing the institute to an uncertain future.

The VTI under the state Directorate of Animal Husbandry and Veterinary is running with myriad problems, including infrastructure and other requirements, which is causing concern among the department officials and the local people as well.

Set up in 1984, the VTI has been functioning in a pathetic state for the last several years as the state government is not taking any step to provide necessary infrastructure. The main building with auditorium, library sections are in dilapidated condition. The cracked walls of the office building and worn-out roof and ceilings are adding risk for conducting training and other activities therein. Besides the main building the trainees’ hostel has turned into Bhoot Bungalow as it has not been repaired for the last many years.

Lack of proper boundary wall around the VTI complex is causing an unsafe condition on the properties besides encroachment of land allotted for the institute. Illicit trespass by traders, entry of domestic animals like, cattle, pig into the campus and stealing of precious item are common phenomenon in the VTI complex.

Talking to this correspondent, the Deputy Director cum i/c of VTI Mito Nyodu informed that the authority grants limited fund to the institute, which is inadequate to maintain the regular activities, including the operation of vehicles.

Officials informed that the Poultry unit equipped with a hatchery of 15,000 incubating capacity is lying defunct for the last seven years. As such, the cross-breed milch cattle in the dairy unit hit hard by shortage of green grass during winter season as there is no irrigation facilities in the grass cultivation sites inside the VTI complex.

More than 300 trainees including in-service Veterinary field assistant (stockman) and rural farmers were imparted training by the institute during the last five years. The year-long training included skill development training for para-veterinarians, short- term training on artificial insemination in cattle and training on Scientific Rearing of Fowl for the farmers.

Young Aspirations: Nostalgia through NERIST & beyond…!

Nyalleescopy By Nyali Ete

Writing is my passion; I love writing. During my final (sixth) year in NERIST (North-eastern Regional Institute of Science & Technology) - I entered NERIST through NEE-I (after class-X), I started a weekly pamphlet called “Young Aspirations” for NERIST Arunachalee students. I was the Chief-Editor.

It fills me with immense nostalgia to recollect the sweet memories as well as sweet names of my colleagues. My friends such as Lod Nakku (now Assistant Engineer, Hydro-power), Remar Gab (District Transport Officer, Aalo), Jikum Hiri (Assistant Engineer, Highway, Arunachal), Tao Tana (Junior Telecom Officer, BSNL), Tadu Novin (who subsequently did MBA from Indian Institute of Management, Lucknow, and now a successful Hotelier), Rakthi Duchok (Assistant Bank Manager, IDBI Bank, Itanagar), Doni Riba (who subsequently did MBA from Financial Management Studies, Delhi University, and now working in Bangalore), Mobia Gambo (now working as Assistant Engineer in Oil India Limited, Duliajan, Assam)  and Jummin Kamki (who also subsequently did MBA from Indian Institute of Management, Ahmedabad, and now working with a multi-national company) rendered their services as the Editors.

The Young Aspirations provided our budding writers and poets an opportunity to polish and enrich their talents. There was space for everyone: Crosswords, Cartoons, Message-column, Reader’s Corner, etc. It aimed to provide a platform to young Arunachalees to express and share their aspirations freely and openly.

My mind was already impregnated with the idea of a pamphlet during my 3rd year; but it could not see the light of the day until my final year, when I eventually managed to bring out the 1st edition of the Young Aspirations, on 28 February, 2004, barely a week after the victory-celebration/party hosted by my football team for NAPSA members. Eventually, it did, and it took almost 3 long years to do so.  Anyways, better late than never!

The NERIST Arunachal Pradesh Students Association (NAPSA) football team, under my captaincy, had trounced the NERIST Mizo Students Association (NMWZ) team in the final of the Tadar Eachu Memorial Football Tournament, 2004, organized by the NAPSA every year.

For 2nd consecutive time, I led NAPSA team to championship. Even in 2003, my team defeated Manipur team in the final.

The much needed energy, enthusiasm and, most importantly, the inspiration for the pamphlet came from my own crude idea of a collective gathering in NERIST on a specific day; which wouldn’t coincide with any tribe’s festival; preferably, March 25th, and called Arunachal Indigenous Day, wherein every NAPSAlite should necessarily put on indigenous Arunachalee costumes and attires, and all  the possible Arunachalee cuisines and delicacies would be prepared followed by community feast, cultural shows, and the like to bring about collective consciousness of our cultural past and various linkages; yet without any rigid adherence to any superstitious belief or ritual.

I was gradually devoting my time in understanding the essence of our cultural past, religious ethos, customary rites and rituals, festivals and ceremonial practices. Well, the nitty-gritty of the tradition and culture were far from my comprehension and understanding; my level of intellect hadn’t yet widened enough to appreciate the minute details; yet I showed great interest in them. I crudely interpreted many of the things of the past.

Based on my own assumptions, I tried to paint pictures of life of the people in terms of socio-cultural; socio-economic and socio-political conditions prevalent in olden days. Festivals always occupied the prominent position for me, and I considered festivals as the single major unifying force in any society.

In order to garner the support of the NAPSA members, the Young Aspirations was a major instrument in spreading the idea as well as persuading their conscience and Arunachalee nationalism. In the pursuit of the Arunachal Indigenous Day, an Indigenous Day Committee was also formed, though it was in a very nascent stage.

I quickly worked out the economics of producing a single copy of the Young Aspirations: Rs 2/- for print-out and Re. 1/- for Xerox. The total cost of production for a single copy was coming to be Rs 3/-, whereas it was proposed to be priced at the rate of Rs. 5/-. That way, we were supposed to accrue a profit of two rupees per copy which would be deposited with the Indigenous Day Committee as a contribution towards the festival fund. The members were convinced.

Yes, the initial response to the Young Aspirations was dull; the response of the readers was lukewarm. However, it became very popular gradually and my room was flooded with writes-up, poems, etc. Many NAPSAlites contributed writes-up regularly.

Just before my departure from the Institute after my final year exam in May, 2004, we had already published 9 Editions, and every time, the content, design and also subscription kept improving and increasing. It was really very satisfying. I got to further improve my writing skills.

I pursued my hobby for writing even after that. While doing M. Sc. Forestry (Economics & Management) in Forest Research Institute, Dehradun, I along-with one of my colleagues, named Archie Rastogi, a student of M. Sc. Environmental Science, brought out a fortnightly pamphlet, the “In Black & White” for our Deemed University; the University authority patronized it. From gossips to serious, academic stuffs, the ‘IBW’, in short, was very popular with the students. We tried to sustain it; but owing to pressures of academic schedules, examinations, field-visits, dissertation works, etc. we couldn’t carry it beyond 3 months.

After completion of M. Sc. Forestry, I got a placement as a Project Officer in Foundation for Ecological Security (FES), under National Dairy Development Board (NDDB), Anand through campus interview. I was posted with the Spear Head Team (SHT), Bhilwara, Rajasthan.

While learning the basics of Natural Resource Management (NRM), I also got myself acquainted with the sense of community work, people’s participation, rural livelihoods and village institutions. It reinforced and consolidated my deep-seated and long cherished desire of helping people.

Yes, I always wanted to be a social worker, and I was training myself to be one.

As a matter of fact, my passion, zest & zeal, and of course, a little bit of hands-on experience gained during NERIST while organizing as well as working for various events and festivals like Mopin, etc. came handy in dealing with and fulfilling my works and responsibility in the organization.

As a result of my performance, within 2 months of joining the FES, I was entrusted with the Documentation of the Quarterly Progress Report of the SHT, Bhilwara. It was not only a routine compilation of various reports or mere furnishing of the reports of activities done; it was certainly a great responsibility and reflected the real competence of the person concerned. Therefore, usually someone senior, who had put on at least 5 years of work in the organization, would be entrusted with that work.

My work was appreciated by most of the members; but couple of seniors objected to the manner in which it was drafted. Their contention was that the draft had deviated from the basic tenets of the Organization’s objectives; they complained that the FES was an Implementing agency; not an Advocacy group, and my draft was portraying the FES as an Advocacy group.

Eventually, their concerns were incorporated, and the documentation was completed with minor changes. It was also a learning experience: learning by doing.

After experiencing 8 months of grueling schedule in the FES, I eventually left the Organization. Staying in Pitampura along-with BomgamPadu and UttamBori, I began my preparation for the Indian Forest Service (IFS); that was in February, 2007.

Simultaneously, I sat in an entrance examination for Post Graduate Diploma in English Journalism from IIMC (Indian Institute of Mass Communication), New Delhi, a premier institution under the aegis of the Ministry of Information & Broadcasting, Government of India, which imparts professional training and offers learning and academic excellence to both novice and stalwarts of Mass media, including Journalism.

Nine months of professional training enriched and facilitated my writing skills. Now, I was a trained journalist. Through Campus placement, I was selected by the UTV group as Assistant Production Manager in the Editorial Desk. From a group of more than 50 contenders, only 6 persons: 4 girls and 2 boys were chosen, and I was one of the only two boys. It pushed my aspirations higher.

The IFS Examination, 2007 final result was announced the same day I joined the UTV, Mumbai office on 8th April, 2008. Thankfully, my name figured in the list. A sheer coincidence or an example of God’s blessings! “Kannoo, my popular nick-name among friends, you have cleared IFS! Congratulations,”Asieleavio John, one of my close friends since college days in NERIST, rang up from Delhi, and brought this beautiful and most melodious news. I couldn’t believe my ears. I repeatedly asked him, “You aren’t kidding. Are you sure, I’m there?”

“Hey, you are there and congratulations again,” he convinced me.

That was it. I immediately rushed to the HR Department of the Company and discussed everything and requested to relieve me. It was such a mess actually! The HR Department didn’t really understand it. I joined in the morning and wanted to leave or resign in the evening itself. One of the senior colleagues, in-charge of the HR, tried to explain. But I insisted my willingness to leave and join the IFS. Finally, she agreed. Then and there, I put my resignation and rushed back to Delhi.

Back in Delhi, for more than a month, while waiting for the IFS Appointment Letter, I joined another media house: ANI (Asian News International), a news agency based in India having collaboration with Reuters, prior to joining IGNFA (Indira Gandhi National Forest Academy), Dehradun.

Well, I’m trying to give the background of my passion, that is, writing at different points in time, my journey into journalism and its application in IGNFA and beyond.
